Ask the questions that make a project deliverable.

Understand the requirement

Ask what is missing, who is affected and which existing services or assistance already address part of the need. Read the recorded cost, other verified support and unreserved gap together. Avoid funding the same requirement twice.

Test practical readiness

Identify the site, necessary permissions, infrastructure dependencies, operating costs and the team that will receive and use the asset or service. A school device programme, for example, needs a plan for electricity, connectivity, teachers and maintenance as well as equipment.

Close the loop before starting

Record unresolved questions, the responsible person and the evidence needed to resolve them. Agree on scope and delivery only when the remaining risks and responsibilities are understood.
