ILLUSTRATIVE EXAMPLEAll village figures, work records, budgets and plans below are fictional. No records are written to the district database.
SDG 04Quality education
Every child learning. Every school ready.
A company should see which education services are working, which children or schools are still underserved, and exactly how a proposed contribution will be measured.
An imaginary village in the Nanded district context · six selected education indicators.
Baseline snapshot30 Jun 2026
Current snapshot30 Sep 2026
Evidence coverage · selected factors6 / 6 · 100%
Unreserved indicative CSR budget₹30,33,333
What the Collector and company should notice
Learning remains the largest measured gap: 90 of 200 assessed children have not yet reached the adopted proficiency standard. Of these service units, 30 are already in a confirmed plan; 60 remain open for an additional proposal.
01 · UNDERSTAND THE GOAL
What belongs in this SDG page?
School access and equity, foundational learning, progression to secondary education, safe and accessible schools, preschool readiness and adequate teaching support.
Full official goal scope · what is not measured here
The six local factors illustrate selected service pathways. The topics below are broader: a link to a topic does not mean its official target or outcome has been measured. A 100% scenario closes these six local targets only.
4.1School completion / learningPartial service link
4.2Early childhoodPartial service link
4.3Tertiary / vocational accessNot assessed here

4.aInclusive learning facilitiesPartial service link
Coverage boundary This example does not measure all of SDG 4. Higher education, vocational skills, adult literacy and several equity outcomes need additional indicators and evidence. Enrolment is not attendance, and infrastructure is not proof of learning.
Equity check Request separate safe aggregates by sex, disability, habitation and relevant social group. Check out-of-school children explicitly. Do not publish small identifiable groups or assume equity because the overall score improved.
02 · SHOW THE PERCENTAGE AND ITS BASIS
Six measurements. One transparent score.
The current score is calculated from measured service rates and adopted weights. Every figure is traceable to a defined numerator, denominator, date, source and reviewer. The sample uses equal-size comparable-period cohorts to make the arithmetic easy; real returns must reconcile actual cohort changes.
03 · WHAT EXISTS, WHAT IS REQUIRED, WHAT IS STILL OPEN
Gap analysis a company can act on.
Service achievement, confirmed planned work and open needs are separate. Planned units are not included in the current achievement percentage. Gap units use each indicator’s own cohort and must not be added as unique beneficiaries.
Illustrative, not district statistics. Percentages and counts describe different units; see each definition.
Resident children aged 6–14 with confirmed enrolment in recognised schooling at the reference date.
Required universe
All resident children in the adopted 6–14 cohort, including children not currently enrolled.
How to measure
Reconcile the village child register with school admissions and migration records. Count each child once by residence, even if studying outside the village. Attendance is a separate check.
When to report
Monthly during enrolment drives; a validated quarterly snapshot. Reconcile the age cohort and migration before comparison.
Responsible office
Primary Education Officer; head teachers; Gram Panchayat child-register custodian.
Required evidence
Signed resident-cohort reconciliation, aggregate admissions extract and an out-of-school follow-up summary; no child names in public reports.
Children meeting the adopted foundational-learning standard
+
What is counted
Children meeting both the adopted reading and numeracy threshold in a comparable, independently checked assessment.
Required universe
The complete adopted resident Grade-3 learning cohort of 200, with all children validly assessed in this example.
How to measure
Approve the test, language, thresholds and cohort before baseline. Use equivalent assessments, record assessment coverage and independently check scoring. Do not improve the rate by dropping weak or absent children.
When to report
Baseline, 12-week review, six-month endline and a later retention assessment.
Resident children progressing to the next education stage
+
What is counted
Resident children in the eligible leaving cohort with confirmed admission and continuation at the next specified stage.
Required universe
All 80 resident children due that transition, including children not admitted to the next stage.
How to measure
Follow the same defined leaving cohort across schools. Reconcile destination admissions, continuation and migration; do not use only successful applicants as the denominator.
When to report
At admissions, 90-day continuation and the academic-year review.
Responsible office
Secondary Education Officer and the sending/receiving school coordinators.
Required evidence
Aggregate leaving-cohort register, destination confirmations and a continuation summary.
Schools passing the safe, functional and inclusive-site checklist
+
What is counted
Village school sites passing every required adopted checklist item at physical inspection.
Required universe
All 10 covered school sites physically inside the same village boundary.
How to measure
Inspect safe drinking water, functional appropriate toilets, handwashing, accessibility and essential building safety under the approved checklist. One repaired item does not qualify a school with other failed mandatory items.
When to report
Pre-work site audit, commissioning inspection and quarterly functionality checks.
Responsible office
Education and ZP works officers, with water/sanitation technical checks.
Required evidence
Signed item-level checklist, technical acceptance, dated permitted site photographs and an operations/maintenance handover.
Eligible children receiving the defined preschool service
+
What is counted
Resident eligible children receiving the adopted regular preschool service during the period.
Required universe
All 120 resident children in the adopted preschool-age cohort, including non-attenders.
How to measure
Reconcile the village age cohort and Anganwadi participation. The adopted definition must specify regularity and service content; a one-day event is insufficient.
When to report
Monthly attendance/service review and quarterly validation.
Responsible office
CDPO/ICDS supervisor with primary-education coordination.
Required evidence
Aggregate eligible-cohort list, service regularity summary and supervisor validation.
Village schools meeting the approved qualified-teacher deployment and teaching-support checklist.
Required universe
All 10 covered village schools, not only schools with filled posts.
How to measure
Approve the relevant staffing/qualification norm, then reconcile deployment, actual availability and school timetables. Training attendance alone does not prove staffing adequacy.
When to report
At the start of term and quarterly; update after verified deployment changes.
Responsible office
Education Officer and the competent staffing authority.
Required evidence
Aggregate sanctioned/deployed capacity, qualification verification and actual-availability check.
Each example work record links to one measured factor, a before/after count, source evidence and an independent review. The arithmetic explains the score change; it does not prove that a single project caused the entire change. Do not credit two projects for the same service unit.
EXAMPLE WORK RECORD+1.00 pp
Enrolment and family follow-up campaign
340baseline count→360current count
The comparable-period count rose from 340 to 360. Outreach and admission records explain the observed change; they do not establish sole causal attribution.
Evidence and accountability
Required evidence: Signed resident-cohort reconciliation, aggregate admissions extract and an out-of-school follow-up summary; no child names in public reports.
The six non-overlapping indicator contributions reconcile to this score change. They are not six separate counts of unique beneficiaries.
Financial accountability stays separate
Illustrative earlier/current work ledger. Pending commitments do not count as delivered services, and expenditure does not automatically increase SDG achievement. The new open-need estimates below are separate from this ledger and need overlap checks.

What could your company support next?
Explore only the unreserved units. These are illustrative gross planning estimates, not quotations, approved budgets, eligibility certificates or funding requests. The responsible office must confirm scope, permission, cost and existing support before any real commitment.
Illustrative implementation window01 Dec 2026 → 31 May 2027Each package retains its own delivery and follow-up dates.
OPEN SERVICE GAP 40 children
Bring the remaining resident children into schooling
Residence reconciliation, parent engagement and department-approved access support; confirm admissions and check retention after 90 days.
Unreserved indicative estimate₹2,00,000
Maximum modeled score gain+2.00 pp
When
90 days; retention check at day 180.
Required before starting
Signed resident-cohort reconciliation, aggregate admissions extract and an out-of-school follow-up summary; no child names in public reports.
Risk to check
Migration or duplicate admissions can distort coverage. The school and village cohort must be reconciled.
After handover
Head teacher and village education committee continue monthly follow-up.
Estimate scales proportionately for explanation; actual fixed and recurring costs need a separate approved estimate.
OPEN SERVICE GAP 60 children
Fund structured learning support for the unreserved cohort
Approved teaching materials, supervised remediation and independent assessment. Success means proficiency demonstrated at follow-up, not kits distributed.
Unreserved indicative estimate₹5,33,333
Maximum modeled score gain+7.50 pp
When
Six months; review after 12 weeks.
Required before starting
Approved assessment protocol, aggregate valid-assessment coverage, moderated result summary and support-session completion record.
Risk to check
Test changes, selective attendance and inconsistent scoring can create false gains.
After handover
School-led practice and resource-centre monitoring continue after the funded phase.
Estimate scales proportionately for explanation; actual fixed and recurring costs need a separate approved estimate.
OPEN SERVICE GAP 15 children
Close the remaining continuation gap
Department-approved counselling and access support, followed by admission and attendance confirmation. Coordinate with existing support before budgeting.
Unreserved indicative estimate₹3,00,000
Maximum modeled score gain+3.75 pp
When
One admissions cycle with a six-month follow-up.
Required before starting
Aggregate leaving-cohort register, destination confirmations and a continuation summary.
Risk to check
An admission letter alone does not show continued participation.
After handover
Schools retain the transition register and follow up each leaving cohort.
Estimate scales proportionately for explanation; actual fixed and recurring costs need a separate approved estimate.
OPEN SERVICE GAP 3 school sites
Upgrade the remaining unreserved school sites
Site-specific designs, permissions, works, functional testing and maintenance handover. Avoid standard kits without a technical gap assessment.
Unreserved indicative estimate₹18,00,000
Maximum modeled score gain+4.50 pp
When
90–180 days, subject to permissions and site readiness.
Required before starting
Signed item-level checklist, technical acceptance, dated permitted site photographs and an operations/maintenance handover.
Risk to check
Water, cleaning and repair funding must continue after construction.
After handover
Named school committee with an approved recurring maintenance arrangement.
Estimate scales proportionately for explanation; actual fixed and recurring costs need a separate approved estimate.
OPEN SERVICE GAP 20 children
Extend regular preschool access
Approved play/learning material, inclusive access support and staff-supported service delivery; validate regular participation.
Unreserved indicative estimate₹2,00,000
Maximum modeled score gain+1.67 pp
When
Three months to establish provision; six-month continuity review.
Required before starting
Aggregate eligible-cohort list, service regularity summary and supervisor validation.
Risk to check
Kits do not replace trained staff or a functioning service schedule.
After handover
ICDS supervisor monitors continuity and replenishment.
Estimate scales proportionately for explanation; actual fixed and recurring costs need a separate approved estimate.
GOVERNMENT COUNTERPART 2 schools
District counterpart action, not a CSR funding package
The competent authority resolves deployment and approved teaching-support requirements. Any separate CSR training proposal needs its own scope and approvals.
Before the next teaching term; monthly officer follow-up.
Required before starting
Aggregate sanctioned/deployed capacity, qualification verification and actual-availability check.
Risk to check
CSR cannot be assumed to substitute for statutory teacher appointments or recurrent government obligations.
After handover
Education department retains staffing and timetable accountability.
No CSR amount is assigned to this departmental action.
06 · WHAT, HOW, WHEN AND WHO
From a register entry to an accountable company proposal.
01
Define what will be measured
Collector Office + department
Adopt the indicator, denominator/cohort, direction, target, anchor, weight, mandatory factors, geography and dates before measurement. Version changes; do not change the test after seeing results.
02
Enter departmental facts
Assigned departmental maker
Return village/LGD codes, numerator, denominator, actual source date, period, register reference, aggregate evidence, N/A/unavailable reasons and confirmed plan units. Personal records stay in the source system.
03
Independently verify
Different authorised reviewer
Reconcile the complete eligible cohort, duplicate records, measurement coverage, date freshness, plan overlap and evidence. Return discrepancies; missing values never become zero.
04
Approve a safe report release
Collector / authorised district approval
A real corporate-facing page needs a separately approved safe aggregate release. Do not expose the private SDG workspace, NGO grants, evidence or small identifiable cohorts. Publish the as-of date, coverage and method with the percentage.
05
Prepare a verified unmet-need report
Department / permitted NGO + PMU
Specify the exact village, open service units, existing schemes/plans, proposed intervention, site readiness, technical estimate, permissions, maintenance owner and outcome test. Route through normal need verification.
06
Agree the company contribution
Company + department + district approval
Confirm permitted delivery arrangements, milestones, responsibility and reporting dates. Keep committed, delivered/disbursed and utilized/verified figures separate. No example-page button makes a financial commitment.
07
Monitor delivery and hand over
Responsible line office + independent field review
Check actual service delivery and functionality, technical acceptance, receipts and maintenance ownership. Photographs and expenditure are supporting evidence, not substitutes for the outcome measurement.
08
Remeasure, then update achievement
Department → verifier → Collector
Use the adopted method and a reconciled cohort at the next due observation. Record the new date, evidence and approval. Only then replace the current percentage and publish the measured contribution with its limits.
VILLAGE NEED REPORT · MINIMUM CONTENT
The company pitch should answer these questions.
Where? Verified village/LGD, habitation/site and responsible office.
What exists? Current service count, denominator, rate, source date and evidence status.
What is needed? Target count − current achievement; subtract confirmed planning units for the open requirement.
Why this intervention? Root cause, readiness, permissions and alternatives.
How much and when? Independent estimate, recurring costs, delivery milestones and due dates.
What result? Specific service units, measurement method, independent reviewer and follow-up date.
Who sustains it? Named operating/maintenance owner and handover acceptance.
Village → Gram Panchayat → taluka → district
Keep verified LGD mappings. For an equity view, give each qualified village one equal weight and show qualified/total villages. Do not average GP or taluka averages without preserving the village counts. Separately aggregate numerator/denominator service coverage.
Example: one village at 70% and one unassessed village means “70% among 1 of 2 qualified villages”, not 35% district achievement. Keep the unassessed village in the action queue. A GP-level official PAI score must not be relabelled as a village score.
